Hurry up and wait

One of the oldest tricks in the almanac of political rhetoric is to keep promising and raising hopes, but at the same time not doing very much to push the promise into action. Maybe it is somewhat unfair to lay this charge against the UK's new chief finance minister, Alistair Darling; after all he is new to the job and this month's maiden budget speech was his first shot at the big time.
